Abstract

After reflections about the inclusion – which must be not considered as an exclusive disability people policy, or an educational area restricted question – this so called “new educational paradigm” was discussed and compared to the traditional disability students integration policy. The discussion generated a larger social context analysis. Considering the Guilt Culture and the Shame Culture proposed by Ruth Benedict and the Concern Culture, addicted by Davi Bogomoletz, the inclusion concept was analyzed, its historical trends were pointed out, as well its prospective.
